Glendale gets temporary restraining order against private Armenian school

City officials this week secured a temporary restraining order against Scholars Academic Foundation, a private Armenian school that allegedly operated without proper zoning permits. A Los Angeles County Superior Court judge this week granted Glendale’s application for a temporary restraining order against the school's operators after city attorney's argued that they failed to meet health and safety codes and obtain  required permits. The ruling prohibits the Scholars Academy from operating at the site on Foothill Boulevard until a Sept. 17 hearing on the matter, according to an announcement from the city. The school was forced to move out of the site at 3800 Foothill Blvd. on Feb. 24 after city code enforcers determined that the school's operators did not possess the proper permits, and that the building was not adequately retrofitted to accommodate students. But school-owner Anahit Grigoryan sued the city, alleging zoning, fire and other city departments were selectively enforcing laws and violating their right to operate a business. She eventually won a reprieve after Los Angeles County Superior Court Judge David Milton, who ruled that they could move back in while the school and the city worked out the permit issues. City attorneys then appealed, securing the temporary restraining order through Sept. 17.

CV drug, alcohol prevention program awarded $625,000 grant

From the Glendale News-Press LA CRESCENTA — The Crescenta Valley Drug and Alcohol Prevention Coalition on Tuesday was awarded a major federal grant that will total $625,000 over the next five years as they work to thwart substance abuse among local teens. The Office of National Drug Control Policy selected the coalition and 168 other groups to receive the funding after determining they had show "significant reductions" in substance abuse over a 30-day period for teenagers, said the agency's spokesman, Daren Briscoe. Kindergarten age change passes Legislature

A state bill that increases the minimum age to start kindergarten passed the state Legislature Tuesday. To begin kindergarten, students must turn 5 years old by Sept. 1 of the school year. Previous law set the minimum at 5 years by Dec. 2 of the school year. If signed into law by the governor, it would force Glendale and Burbank school district staff to reevaluate its projected kindergarten attendance. Much of district revenue is determined by pupil attendance, and staff can expect fewer kindergarten students next year, officials said. The bill has some exemptions for families who want to begin kindergarten early, and it brings California in line with the rest of the nation, said state Sen. Joe Simitian (D-Palo Alto), who wrote the bill. California and three other states have the Dec. 2 kindergarten cut-off date. "This change ... enables us to redirect our limited school resources in a way that will make them most effective in providing children with the level of education most appropriate to them,” Simitian said in a statement. “It just makes sense, educationally and financially.” The bill's detractors said state legislators were trying to lower attendance-based payments to school districts.

Basin expansion going smoothly ahead of winter storm season

From the Glendale News-Press LA CRESCENTA — Officials on Monday said they were on track to expand six vital foothill-area debris basins before this year's winter storms again bring the threat of damaging mudflows. The $1.2-million project aims to increase the capacity of Pickens, Pinelawn, Starfall, Big Briar, Mullally and Snover basins, officials said. The enlargement project will allow for an additional 68,000 cubic yards of debris in the foothill basins, from 180,200 to 248,400 cubic yards of total capacity, officials said. Governor signs off on carpool lane expansion

Bell draws start for Angels

Former Crescenta Valley High baseball player Trevor Bell will start on the mound tonight when the Los Angeles Angels of Anaheim face the visiting Baltimore Orioles. The right-hander will make his first start since Saturday, when he received a no-decision against the Minnesota Twins in a regionally televised contest. Bell will make his fifth start this season and second against Baltimore. He last pitched against the Orioles on Aug. 3 at Baltimore. giving up two runs and striking out five in 5 1/3 innings. He didn't pick up a decision. Bell is 1-3 with a 5.48 earned-run average in 22 appearances. Originally, the Angels' website had reported that Jered Weaver would start tonight, but Manager Mike Scioscia made a late switch.

(Tim Berger/News-Press) From the Glendale News-Press The need for speed has propelled Rachel Keown to leave the cool confines of Harley-Davidson of Glendale and head for a dry lakebed in Utah in an effort to break a motorcycle speed record. Keown, 25, only learned to work a clutch and start riding in December, but has impressed her coworkers and other riders enough to earn a spot at the BUB Racing Inc. Motorcycle Speed Trials at Bonneville Salt Flats, which run through this weekend. Keown's effort is sponsored by Oliver Shokouh, owner of the San Fernando Road dealership and a man who has seen two of his other workers break records. Effects of Station fire still linger
