(Tim Berger/News-Press)"][/caption] From the Glendale News-Press SOUTH GLENDALE — Shortly after noon on Thursday, Glendale resident Jermin Tulgar carefully sorted through several bags of groceries as she sat in a front office of Salvation Army Glendale. Within each bag she found a variety of food products, including bread, cereal, granola bars and a sampling of canned soups, sauces and vegetables. A regular client of the Salvation Army's food pantry, Tulgar is one of nearly 300,000 Los Angeles County residents who receive monthly food assistance, according to a report released Thursday by the Los Angeles Regional Foodbank. From April to June, an average 284,131 people were served each month by one of the 500 Los Angeles County food pantries, which are in turn served by the regional food bank. Bill could help smokers kick the habit

From the Glendale News-Press Smokers in Glendale, which has one of the highest smoking rates in Los Angeles County, could gain free access to tools to help them quit smoking under a bill passed by state legislators Tuesday. County officials and health care representatives gathered on the steps of the Kenneth Hahn Hall of Administration Wednesday morning to call on the governor to sign Senate Bill 220, sponsored by Sen. Leland Yee (D-San Francisco). If signed into law, the bill would require health insurance companies statewide to provide free access to a range of smoking cessation treatments, including counseling and all federally-approved prescription and over-the-counter medications. ... City Council stalls Glendale affordable-housing project

From the Los Angeles Times CITY HALL — The City Council on Tuesday put the brakes on a potential affordable-housing project after several members said the process had run afoul of established procedures. The Housing Authority on Tuesday was set to discuss the potential for building a new affordable-housing project on city-owned property near the corner of Sonora Avenue and 5th Street in northwest Glendale. Glendale Water & Power to host meeting on smart meters

Glendale Water & Power will host a town hall community meeting Sept. 1 to provide information on the smart electric and water meters that are set to begin citywide installation this fall. The meters, a major part of the more than $30 million Smart Grid project approved by the City Council last year, will allow customers to track electric and water usage in real-time. Crews have already installed the meters at select households during a test phase earlier this year. The meeting will take place Wednesday from 7:30 p.m. to 8:30 p.m. at the Pacific Community Center, Sycamore Room, at 501 South Pacific Ave. Two additional meetings will be held on Sept. 29 and Sept. 30. CITY HALL — The City Council has endorsed expanding a public art requirement for downtown developers to include all new developments citywide. The city's Downtown Specific Plan currently requires any new development valued above $500,000 to either incorporate an on-site public art installation equal to 1% of the project's total cost, or pay a 1% in-lieu fee to an urban art fund. Under the new proposal, new developments in mixed-use and commercial zones citywide would have to include a public art installation equal to 2% of the project's cost or pay a 1% in-lieu fee to support art installations and civic arts programming. ... City officials this week got an earful from a group of local residents who said they are fed up with months of noise, dust and traffic associated with construction on the Walt Disney Co.’s massive creative campus. At the City Council meeting on Tuesday, residents on the 1300 block of Truitt Street said they have asked Disney and city officials to ease the effects of construction on a new childcare facility being built a mere 30 feet from their homes. City officials — who told the residents they had passed their concerns to Disney officials and were unaware they had not been resolved — agreed to set up a neighborhood meeting with all stakeholders to address the issues. The residents cited constant beeping and other construction noise, in addition to dirt and dust, truck traffic and cramped parking. The worst, they said, included a week of earthquake-like conditions during demolition and dirt compactions that left cracks and other damage to their homes. “All of these issues are happening on a daily basis,” said resident Kevin Barry. "We really feel we are not getting the help we need.” The construction is part of an expansion project on Disney's 125-acre campus in northwest Glendale that currently includes the headquarters of KABC-TV and two 125,000-square-foot buildings completed on Flower Street in 2006. City officials have long lauded the development as a major boost to the city’s industrial corridor. But on Tuesday, council members took a harsher stance, agreeing with the residents that construction conditions could improve. “I’ve been driving around the neighborhood for months now, and it’s been a mess,” said Councilman Frank Quintero. A Disney spokeswoman on Wednesday countered that the company had adhered to city requirements and the project’s development agreement. The residents urged the City Council to consider enacting stricter regulations on private construction projects to protect residents in the future.
